To support consistent use, especially in large or distributed orgs, it should be possible to specify which object types the members of a tag group can be applied to. When applying a tag, the list could be limited to applicable tags.

Changing tag applicability may conflict with existing tags, so this capability should be limited to users with elevated permissions.
