Allow configuration of tag groups

To support consistent use, especially in large or distributed orgs, it should be possible to specify which object types the members of a tag group can be applied to. When applying a tag, the list could be limited to applicable tags.
Changing tag applicability may conflict with existing tags, so this capability should be limited to users with elevated permissions.

For example, we may have a tag group "compliance" that is only relevant to services/apps, and a tag group "nats-connection-type" that only applies to connections. We'd like to disallow the use of an inapplicable tag-group, while also making finding an appropriate tag easier by filtering irrelevant tags/tag-groups.
